you do not need a vpn to accopomlish this.  the Remote session is already encrypted, so using a vpn will just encrypt a already encrypted data stream.

your router will need to forward port 3389 to your 2003 terminal serverl.  Keep in mind that to be a fully functional terminial server you will need a license server in domain mode unless you know what your doing and want enterprise mode, choose domain mode.  if you only need 2 machines and not a fully functional application server, then just do remote administration.  there are security risks since everyone that can connect would have to be an admin.
